Answer:
You need to provide either an EU passport or an non-EU passport with a stamp showing indefinite leave to remain. There are no two ways about it.

If you are British (you were born in UK before 1983 or you were born after 1983 and have been naturalised) you will need to apply for a replacement passport. If you are not British you need to get a passport from you country and apply for indefinite leave to remain.

No legitimate company will hire you without a passport.

Log on to the Home Office Website.
how about a national insurance card?
National Insurance number.
If you were born in the UK you would have a birth certificate, if you have lost it, you can obtain a copy from your local records office. Also you would have been issued a national insurance number at 16.
Your national insurance number or even ask your doctor for your nation health number. They will prove you are UK resident. And where's your birth certificate?

Why are you asking this question in Immigration if you were born in the UK??
Although a National Insurance card is not proof of your entitlement to work, if there are no doubts about your UK citizenship it should be enough for most employers. You could also take any corespondance form the Inland Revenue, Tax Credits, Job Centre, etc, which mention your NI number with your name and address.

Utility bills don't proove your entitlement to work, they can only be used to show your address.

If it becomes a problem, your prospective employer should be able to suggest what documents you might produce that would satisfy them.
just go and say your an illegal you will be given money /house and car,and a job /but be care full, you would only be paid a very low wage, well you don't need a insurance number any longer,or just sit on the streets and beg.or play music in town centres, with a big sign round your neck, saying they wont let me work cos i cant prove who i am /sure some do gooder would fight your case, and you would prob win a high court case in the Hague,be given 3 million.
you must have a national insurance no.

ask the Job Centre to help you find yours
What does it say about this country that, as a UK resident born and bred, you have to prove you can legally work here?

How can anyone possibly argue we don't have a MAJOR problem on our hands?
There are two things that you can do. Get a UK passport in your name (need your birth certificate), that is proof that you are a UK citizen so the right to work is automatic and
unquestionable.
Go the the Job center, call them and make an appointment first though, they will issue you a National Insurance Number to give to your employer and also advise you of what documents they need to do this and the process, where to start etc.

Failing that, get a job working for a temp agency, they will wait for the correct documentation for 6 months or more.

This is where I started when an American I know wanted to work, they were very helpful so you will have no problem being a UK citizen anyway.

Here is their phone number too: I want to apply for a National Insurance Number to start work or make voluntary contributions - Telephone 0845 600 0643 (8am - 6pm Monday to Friday).

Hope this helps, Good Luck (10 points) LOL

Congratulations to all those who said NI NUMBER - thus proving they know nothing.

You will find the info you require embedded within my answer to a similar previous question, here: http://uk.answers.yahoo.com/question/ind...
You can use your birth certificate. This shows that you are a British citizen and are therefore entitled to work in this country. Or, if you have a national insurance card/number this might also be sufficient.
Use your birth certificate and apply for a UK passport. :-)
