Yes, it is true that many of them were. The convicts were sent to Australia mostly from England and some from Scotland and Ireland. There were a lot of free settlers that came afterward, but it was settled by convicts.

My 5x great grandfather came to Australia because he stole a chicken from a rich family to feed his family in Scotland. He was incarcerated for about 11 years and then he ended up as a slave for one of the wealthy free settlers. Eventually, he met his wife, another convict who was a prostitute and they had a bunch of kids, and then here I am.

Two things were accomplished by doing so. First, the criminals were removed from British society at a cost cheaper than building new prisons and incarcerating the convicts. Second, "wild" lands claimed by the British were subjugated by the introduction of settlers. Keep in mind that back then Britain allowed people who were in debt to be prosecuted and imprisoned. Many of the convicts were people whose only "crime" was that they could not pay their debts.
