Is it possible Mexico wants reform there to reduce the exodus or just blowing smoke?
As Mexico's ambassador to Washington warns, even the "rosiest, peachiest" reform in the US won't end the flow of poor migrants. Reform must also take place in Mexico.
The article at the link goes on to say that Mexico is attempting reform.

it doesn't make economic sense to have high emigration from a country.
Most people who emigrate are young, and this leaves an aged population, not working and a burden to the remaining tax payers.
Granted in the short term, with high unemployment levels, it probably would suit, to reduce the population, but no self respecting government would want a constant drain from their population.
Of course they are just blowin' smoke...their citizens living in the USA illegally send BILLIONS of dollars back to mexico every year. They don't want that to ever stop!
I don't believe it will happen. It's too convenient for Mexico to export their poverty to us.

Their president DEMANDED that we take care of their citizens during a speech when Jorge Bush was visiting. Jorge just stood there, being insulted, grinning like an @ss!

Unfortunately in Mexico, there have been too many Bushes that end up enriching their friends, stealing government money, posting their friends in high positions, and that is the reason Mexico is having difficulty rising up from its economic status.
At least, the Mexican government doesn't send innocent people to war.
