One "redirects" a child, or a person with developmental disabilities. You don't "redirect" a person from one country to another. You deport them.

The thing is, no matter how much you spend "redirecting" people, if the borders, both north and south are not secure, if there is no way to track people who have come here legally and then overstayed their visas, people can just come back in.
I think the borders have to be secured first and then make the USCIS workout a system wherein we know who's here and who's overstayed and so on.
