How do I go about getting an i-94?

An I-94 is the departure portion of the immigration form that is submitted when you enter the usa. If you come on a visa it will be white and if you came on the visa waiver programme it will be green. They normally staple the portion that is needed into your passport and you need to surrender it when you leave the usa. You cannot apply for it - you can only get it when you enter the usa as a non immigrant.
WRITE to or go on line to the embassy. Very little has to be done out of town these days.
The I-94 is given to students at the port of entry. Since you did not come as a student, then you might have to go another route to get the student loan.
First of, it would be wise fore you to apply for the passport. Check the Honduras Consulate office for the forms required to apply for the passport and the necessary documents you will be required to bring. I checked their website, there doesn't seem to be much information about passports, but they provide a phone number and you can call and inquire about the passport. Here it is: (202) 966-7702. As for the student loan, find out if you can use the I-20 that the school provides you to apply for the loan.
Otherwise if they insist on you getting an I-94, then check with the INS, if there is any way they can provide you with one.
