Can a Brazilian citizen, who is a permanent resident of New Zealand settle and work in Australia?

what are the rules regarding such persons?

Answer:
After searching through both NZ and AU immigration websites I would say that being a permanent resident of NZ would not neccessarily entitle you to enter Australia freely. If you were granted NZ citizenship you can then travel to Australia without a Visa.

In your current situation, you would need to apply for an Australian Visa using your Brazilian passport.
