They poll relentlessly. Because of the polling, they know what will happen. There aren't any suprises by the time it comes to a vote, everyone knows what will happen by that time. The floor debate is largely for show, the debate in committee is what matters. It's at the committee stage that they really try to do their best to get a bill that will pass. In this case, it passed one house but not the other. That happens occasionally, especially with social reform bills like this one.
That would be to easy. They say the bill was not perfect, but they could live with it. I say MAKE IT PERFECT! Then we could all live with it.

You're saying debate is a waste of time, and you're here asking a question? Isn't this a form of debate? Debate isn't a waste of time, it's how you form opinions.
They do not work out problems like most sensible people would do.
They are professional politicans,first you have to convolute the situation so the common people can not understand exactly where they are coming from,because most of them are lawyers first they will sprinkle in a lot of legalese to further confuse the situation then lie about everything before doing what they intended to do in the first place.
