What is an eligible non-citizen?



Answer:
as of late it looks like any mexican who got here illegally.
A legal immigrant who has not taken the naturalization process to its conclusion.

Illegals need not apply.
Eligible non-citizen is someone who was not born here, but lives in the U.S permanently for at least five yrs; who has either green card or allied I-94 card/form which makes that person eligible to apply for citizenship.
* US permanent resident (green card holder)
* Refugee
* Asylum granted
* Parolee (INS term for Humanitarian Parole and Indefinite Parole)
* Cuban Haitan Entrant
* Conditional permanent resident or entrant with I-155C card
We need more info. Eligible for what? Sometimes non-citizens are eligible for things under certain circumstances, only.
