Question regarding child of non-residence Canadians?
Thanks in advanced for answering my questions that make me curious for years.
Answer:
My understanding is that you must be a permanent resident and physically present for a total of 3 years out of 4 prior to applying for citizenship. I do not think the non-residence of your parents will affect your residency.**
If your parents were not Canadian citizens, or you were not born in Canada ... then you are not a Canadian citizen.
To obtain permanent residency, you must physically reside in Canada for 3 years out of the preceeding 4 and have no criminal record. You must be over the age of 18.
To keep permanent residency, you must maintain a physical presence for 2 years out of 5 (with no more than 18 months outside the country in any 2 year period).
To apply for citizenship, you must have held permanent residency for a minimum of 3 years.
If your parents were non-residents at the time you left, and you claimed 'returning resident' status when YOU came back, you are in the country under false pretences. This is effectively a form of fraud, which carries a criminal charge. They can therefore use this information to deny you permanent residency and/or citizenship, as well as require you to leave the country immediately.

I have nothing against people immigrating to the USA, as long as they do not break our laws.
