Actually you can't.
The INS is forbidden to go after specific individuals, if you report John Doe as an undocumented worker you have practically guaranteed that they can not go after him. It would be against their policies.
What you can do is report the institution i/e the restaurant, then when a raid is done on restaurants they could/would include this restaurant. But they can not go afte a specific individual.
Yes you can report them without hurting your friend. You can also help this country. Start dialing.
