If it were true that all Pakistanis were identical to each other, and that they were all terrorists, you're idea would be reaonable.
If all terrorists were Pakistani, it would be effective.
None of those things are even close to being true. Thus, you idea is ineffective, counter-productive, and morally reprehensible.
We're never going to get a handle on the terror issue by continuing to treat human beings as less than human.
That's why so many people hate us in the first place.
