Need a EEA family permit for my to-be wife but worry to be accused of marriage of convenience, how to prevent?
And can I enter with her in the UK without a return/onward ticket if I have an EEA family permit for her? Do I actually need an EEA family permit since she can enter the UK visa-free?

If she doesn't need a visa, she may be able to enter UK freely, but immigration could turn her back if they don't believe her reasons for coming to UK, which would be a hassle to say the least! Also, being allowed to enter the UK is not the same as being allowed to remain here. So I would say, yes, she does need to be covered by an EEA family permit.
Marriages of convenience are excluded, but how they assess this is not altogether clear. You need to supply as much convincing proof of the reality of your married life as possible. It might be better if you actually live together for some time, like a year, and have proof of that, before applying for her to join you.
