Answer:
Yes there is a minimum income and it is $16,500 a year. So you are in a bit of problem. What you can do is have another relative or close friend of yours that is a resident or citizen of the US to apply with you an affidavit, which is a letter that explains that you and the other person have the funds to support your fiancee here in the US. Since you do not make enough money you will need to file two of these letters: one for you and one for the other person.. This person will have to make 16,500 a year in order for it to be approved.
When you do this you will need this information from you and from the person you chose:

bank statements, income tax for the past 3 years, and job letter explaining how much you and him/her work and how much an hour or salary.
Check ,in person with Immigration and Naturalization for that. and just in case you need money:

Meet her on the internet?
Check immigration's website and you can see how much you need...it is pretty low actually
Why not get married while you are apart, and then just apply for a spouses visa? People get married when they are locationally challenged all the time. This goes under the old Army adage that it is much easier to ask for forgiveness than permission. Find someone to preside over the ceremony, perhaps over the internet or by conference call. Get the paperwork all sorted out, and then apply for spousal citizenship. You can always get married all over again when you get together, have a re-dedication ceremony, or whatever your belief system likes to call it. This might just cut through a lot of red tape.
If the US government runs anything like the UK government to file for a fiancée petition you have to prove you can support your fiancée financially as he probably won't be entitled to any state help. If you could get somebody to act as a financial backer, you might stand a better chance. I wish you lots of luck.
Why don't you move to Colombia?$750. a month should go far there.
