Does a Minister of Religion (Canadian) qualify for a TN visa to work in the U.S.A.?

I don't believe that religious officiants are on the list of TN eligible professionals, but there is an R-1 category for religious workers.
It's hard to tell. That entire program is full of fraud. The USCIS has estimated that 1/3 of all visas issued were fraudulent and has the program under review.
