Uses of passports?

My spouse is from Thailand and does not have a birth certificate but he is a military officer. He has both official and regular passports. Can he use his passports to prove he was born in Thailand for US immigration purposes?

You'll need to do something about his birth. There is probably a way to get a copy from Thailand. If not, you can get affidavits from his parents certifying his birth time & place.
No, he needs to request a copy from his Thailand authorities (embassy, if he is in states).
