Can a non us citizen get on a plan and to go home?

Can a non us citizen here by marriage, get on a plane and go back to their contrey with out paperwork. (Yes they do not want to come back)

So long as they have their proof of citizenship (passport, generally) for their country, and a plane ticket, I don't see any reason why they can't.
