My wife from hong Kong ,apply PR for her been rejected because my CPF and income tax don"t qualify?

You can upgrade yourself, or get a part time job.
you can get another relative or a friend to help ypu sponsor her but they have to make enough money to fall above the federal poverty level guidelines based on family size that shows that they can support themselves as well as you if required.
You can not afford your wife. That is plain speaking. The USA does not want to be responsible for her welfare if you can not insure it by yourself. Good policy if you ask me. The thresh hold for income is very low ... if you fall below that, then I think that probably you, your wife and America benefit by she being denied PR.
If you don't have enough money to support your wife, the CIS will deny your petition.
Anyway, if you don't have enough money, you need to ask your parents, relatives or even friends who can support you and your wife financially to get the petition approved.
You can actually file for Adjustment of Status again but you need to understand how you can help her bring to the US by reading the instructions more carefully. Just follow the instructions and gather a lot of items that you need to submit.
