Answer:
If your mother has been a US citizen from birth - it's possible you already are a citizen - just apply for a passport and see.

However... if your mom just recently became a citizen you would most likely have to apply for a visa and she would have to sponsor you. But the good news is - if you are single and still under 21-years-old it's possible you may be given derivative status. :-)
If you are under 21 she can petition for you (she can anyhow, but it will be faster if you are under 21). However, if the Senate Bill goes through they would be canceling the adult children category and making green cards applied for since May 2005 be reapplied. It doesn't look right now like the Senate bill is going anywhere, so I would apply if I were you (or have your mother do it.) Come to think of it, if you ARE under 21, I think you may have derivitive citizenship she can file for which is faster. Go to uscis.gov and check.
