What was the highest annual population growth rate in the United States of America? (After 1776)?

Has it ever been more than 5%? And I don't think immigration caps were started until the early 20th century, but how were the immigration caps decided? I am not talking about which ethnic groups were excluded but as to how the total numerical value was decided for the annual cap.
Is there a certain percentage growth rate that the government does not want to go over due to increasing infrastructure? If so, how was that percent determined?And as to the question about immigration please don't give me a silly answer like "they roll a dice and add six zeroes to it". :)

Census is governed, but not conducted by the government.

The early 1700's, the early 1800's, the early 1900's (Industrial Revolution), and the early 2000's have all shown historically significant population growth.
I don't know about individual years, but the highest decade growth was 38.3% between 1800 and 1810, which averages to about 3.83% per year in that decade.
