What are the legal requirements to marry a US citizen for a foreign person in the US on a visa permit?

Answer:
If you are going to married her, you will need to file a I-130 form with the USCIS office. A citizen or lawful permanent resident of the United States may file this form to establish the relationship to certain alien relatives who wish to immigrate to the United States. A separate form must be filed for each eligible relative. Please note: USCIS processes Form I-130, Petition for Alien Relative, as a visa number becomes available. Filing and approval of an I-130 is only the first step in helping a relative immigrate to the United States. Eligible family members must wait until there is a visa number available before they can apply for an immigrant visa or adjustment of status to a lawful permanent resident.
need a marriage license
If a foreign person in the US on a visa permit here wants to marry US citizen, it's a done deal. Getting the visa permit was the hard part.
Marriage License, and in some states a blood test.

Go down to the county courthouse and get the information from the county clerk's or recorder's office.

Make sure that you're marrying for the RIGHT reasons, though. Divorce sucks, big time!
Just your passport or some kind of ID
No different than if you were both US citizens. You need to check the requirements of the particular state as they do vary.

You could start with the below source link but I'm unsure how up to date the information is. Best bet is to go straight to the source, the county court house e.g.

I married my US citizen spouse here in the US a couple of years ago prior to immigrating. I was here on a VWP and all I needed to show was ID. In my case I used my passport and australian birth certificate. We obtained the marriage license and were then married.

If your fiance soon to be spouse is looking at immigration, try http://www.familybasedimmigration.com/fr... They have great resources and support.
your passport and birth certificate and visa and Money.

BUT let you know. Just cause you marry an American doesn't mean you become an American .. that law was abolished along time ago ..
Leave America and back to your country, it is in need for you as I think.
Ignore most of the answers on here and read the one from J P Lopez. Getting married as most said is fairly easy and differs by each state and local.

HOWEVER, and this is a BIG however, her visa is likely for a student or tourist of something. She is legally required to return home when it expires. IF she tries to stay here illegally, she may jeopardize her ability to get a permanent visa or to immigrate or become a US citizen. The fact that she married an American does not change the type of visa she has.

This is playing out right now in Missouri where a person overstayed her visa, was married to a US soldier who was killed in Iraq, and is now facing deportation. They are using the fact that she 'broke the law' by overstaying her visa as the cause of denial. Don't fall into that trap.
