Problem is that that river, The Rio Grande, flows all the way from Wolf Creek Pass in Colorado to The Gulf of Mexico, and the piranhas and alligators would not stay just between the border, they would work their way upstream and create a hazard for Americans who use the river.
By the way, the river only forms part of the border; there is still a lot of land border west of the river.

Have you visited a Mexican border town? Didn't think so. Go to Tijuana sometime and see if living there would make you risk your life to get you and your family to a better place. You can literally sit on the border fence amongst the tin and plywood shacks crowded together and see the American side with nice houses, paved streets, and clean living conditions. They already risk their lives crossing the desert in 100+ heat - so I don't think your solution would be a deterrent. I don't know what the answer is - but I do know as a parent I would do almost ANYTHING to provide my children with a better life.
