Many reasons. The rich are too selfish. Corrupt government, and American companies luring immigrants with higher pay.

Its the story of human history: the rich get richer, the poor get poorer. The rich in Mexico are fithy-rich. They take day-trips to Scottsdale to go shopping.
Mexico is likely thee 12th in GNP because its adjacent to the US, connected to it by land, doesn't freeze half the year, and isn't a socialist country. Many American companies from Levis to GM have moved significant labor-intensive production to Mexico. They pay lower costs there, but don't have the total sellout brand damage of made-in-china. The companies there just use the natives as manual-labor mules, and then sell the product at a greater profit in the US.
My point. The GNP isn't what Mexican companies are doing its what US-owned companies are doing. They cant pay American wages to American citizens, and don't want to pay living wages to Mexicans.
Low education levels for the masses, an ultra-rich ruling class and no real middle class...Much like India, Saudi Arabia, Communist USSR, etc...While not being a true feudal system it has the same effect. An ultra class and an ultra poor
Societies with a successful middle class always end up contributing more to society on the whole than the above societies do.
One of the reason i like to think is because the Mexican people settle for less and don't mind being walked over, Some will say that's not true but if its not why don't they stand up and demand better wages,Health care and safer work places? Instead they ILLEGALLY cross OUR border and get paid next to nothing with no benefits rather than improving their situation at home..That's just pure laziness!
In the process they drive OUR wages down, Employers now think health care is an option to provide. Everything Americans fought for close to a hundred years is being torn down right before eyes because of this settle for less attitude. OUR middle class is dissolving and in big part its due to ILLEGAL immigration and bad trade policies.
Oil and gas is one reason for Mexico's ranking. Government corruption is a major factor in its inability to promote the general welfare of the people. Discrimination against the Chicano and Mestizo groups must also play a role.
