July 6 (Bloomberg) -- Ezeiquiel Lopez already had a rap sheet that stretched all the way to Texas when, police said, he shot Kenosha County, Wisconsin, Deputy Sheriff Frank Fabiano in the head, killing him. Lopez, 45, an illegal immigrant from Mexico, was free at the time of the May shooting, after having been jailed for two prior violent crimes.

Yes, it should. But if it did say unwilling, it would still be wrong for the government to not make the effort on a nationwide and aggressive basis.
Sanctuary cities should have "sanctions" placed against them, prohibiting federal and state aid to them.
ICE and the Border Patrol should be augmented, local and state authorities should be compelled to co-operate with them and encouraged to assist. The National Guard could be utilized more as well. Their "weekends" and "two weeks a year" could be spent assisting ICE if not called upon to help more frequently.
Employers should be heavily penalized. So should anyone who harbors a criminal illegal alien.

Technically, the report is correct. The problem is co-operation between local law enforcement and ICE. Many local PD's have a policy of not enquiring into immigration status. The view I have read in the local paper is that it is a federal matter and not a local matter. So they prosecute the crime for which the illegal is arrested and leave it at that.
It seems that many local PD's use the argument that they don't have the time or money. It seems to me that Congress needs to require local PD's to enquire into immigration status and provide them the funds to do so (otherwise you have an unfunded mandate - not good). Surely that is an efficient use of resources?
