Okay here is the question. Applicant wants to renew his US Passport. The problem is, applicant reacquired Philippine Citizenship, making applicant a dual citizen. According to US Passport Renewal Application, if applicant has performed certain acts, such as acquiring another nationality, they have to attach supplementary explanatory statement under oath attesting to his other citizenship. If you Had a philippine citzenship before US citizeship it will not be a problem they will have a record of it but might just slow you down a little, on the suppementary just get the Phillippine Embassy to attach a copy of your old passport. I am not a lawer but someone I knew did this and was ok. He did have to submit for biometrics though.
Your freind will not have any problem. He would only be refused a US passport if he acquired Philippine citizenship with the INTENTION of losing US citizenship:
