My name is George, I work for a Immigration firm in Canada. The best solution would be for you two to get married in the Phillipines and then for him to start the immigration process afterwards. Once you are married, your husband could start the process for a Family class sponsorship which is quicker once you are married than you would if you applied when you are not.
What I would recommend is that your fiance start preparing all the forms and documents so that all he has to do is get married and then submit the application for you as your spouse. It will be very tough for you to get a visitor visa to Canada because, ironically, of your relationship.

Get married in the Philippines. Then your fiance goes back to Canada. You will then have to apply for an immigrant's visa. You have to wait for a few months to at least 1 year before you are given a resident's visa. This is the fastest way. If you get married in Canada, you will not be allowed to work while you are waiting for your resident's visa. Sayang ang panahon.
