Good idea, some of my ancestors came through Ellis Island, and the process makes a lot of sense today. Also, requiring proficiency in English shoud be a requirement for any kind of visa, and Haiti might be too good for those who come here illegally...maybe a few years of "community service" in Iraq?

Interesting plan, but we need the numbers of who come in to be controlled to have a logical balance. Healthy is nice, but what do they have to offer this economy which is no longer manufacture based, but services based? Get my drift here? I think the Haiti plan a little too harsh.
Look to England to see why your plan will not only not help our current situation but will actually bring the problems that parts of the UK are having, which if you follow the news at all you will know are much worse than ours....
First mexico is not a poor country. They are listed 12th in the world in gross national product. What mexico sucks at is educating their people, so they can compete in the work place. The average mexican does not attend school past the 10th grade. ( notice I said the average) I got those figures right off the mexican statistical website, yes I read Spanish).
So rolling back our immigration laws would only result in more illegals coming here.
I think Iraq would be a better place to deport too,after one vist there,they will never want to see,America.
That's just silly! you are already suppose to know English its part of the naturalization process it just isn't being enforced. As far as maintaining the numbers pre WW2, it would be actually less than what we are receiving now (illegal/Legal) and it would be nice to go back to those numbers. The Haiti thing is whats silly, Haiti would never agree to such a deal..Do you think they want millions of unskilled illegal immigrants in their country? it would be a recipe for disaster. We need more cells and holding areas(deportation centers) for illegals and we need to enforce our current laws along with a nice big fence/wall. we need to cut off any and all social services and need to start arresting some of these employers....That's it problem solved!
I would prefer illegals caught, today be given the honor to help construct our new Border wall. at min wage of course.

I couldn't be more against illegal immigration. I want to get rid of them to free up jobs for our poor. But the plan you outline for the prior to WW2 policy, which was more complicated than the way you put it, can't work anymore. Too many people who are healthy w/o criminal records would want to come and we'd be overrun by low skilled, uneducated workers with no jobs. Our country would quickly fall apart.
It's better to just enforce what we have on the books, eliminate the endless "family chain" of immigration, change the law to make it so that birth in the US does not make you a citizen unless your parents are legally here, fine employers that hire illegals fines so high they'll go bankrupt OR suspend their business licenses 6 months for every illegal they hire, and take away all public benefits. With no job, no benefits, they'll leave on their own.
To explain the "family chain", currently, a legal resident can call for his spouse and unmarried children of any age, even if they're adults. However, once they become a citizen, in addition to the above, they can start briing their parents, married or unmarried children of any age and their families (if their adults), and siblings and their families. And it goes on again once they become residents. It's unnecessary. Base the immigrant visas on higher level employment skills we're short of (no more unskilled workers), then just allow the spouse and dependent children and parents if they're unable to care for themselves. That's it.
