Immigration, my wife is in Manila and were having trouble getting her here.?

Immigration lost our papaers 4 times and our payment once. I restarted our papers again this week it has taken us two years so far and another two years ahead of us to do it right.
I want her to get to meet my children. Could she get a visa to Mexico and get some kind of pass to come here to see the kids? It is all so unfair trying to do it right.No wonder the People of Mexico jump the fence...

If you retained proof of application and payment, the immigration service is legally barred from requiring you to apply and pay again.
GET A LAWYER!
Immigration also has a legally set time limit, most people do not know about this. If an application is not approved within a certain timeframe (it used to be 12 months, but that could have changed), the application MUST, by law, be approved (unless cause can be proven, background investigation is ongoing, etc...)
I had to get 2 US senators involved to get my wife's paperwork through the system. I paid in the USA and she was recharged in her country by immigration workers (who were not Americans, so that explains that)
Call, email and write your FEDERAL representative ad senators, that will help, too
Contact your congressman with full details and proof of what has been happening. He can cut through all the red tape. That is what I did when I had a similar problem bringing my wife over.
She would need a Mexican visa to get to Mexico and a US visa if transiting through a US airport. There's no such thing as a pass to visit the United States from Mexico. She'd need a visa. Of course, if she could get a visa she would not need to go to Mexico.

I've personally known over 200 people who have gotten K-1 and K-3 visas for Filipinos. I've never heard of a single one having their paperwork "lost" once, never mind four times.
I've only heard of it taking two years twice. once due to the fact the woman needed an annulment and the other time the embassy carried out a complete field investigation. Both of those got their visas.
Unfortunately, she really can't enter the US at all while the whole thing is going on. How are you filing?
Don't file everything at once like the lawyers do. Just do the I-130, wait for the response.. etc.. The only thing I can think of is if you met her for a vacation in Mexico with the kids.
I have a friend of mine going through this too. It's very hard. They really seem to lose the paperwork a lot more depending on what country your spouse is from. My friends spouse is from Dominica and it seems like she'll never get in.
You might try contacting a congressman about it. I don't know if that would work or not, probably would depend on their stand on immigration. There is a class action lawsuit against USCIS right now. I wish I could find the lawyers page that's doing it, but I can't of course.
You may just need to get a lawyer. But, make sure you get a good one!
