If she is appealing, or reopening the denial of her application for permanent residency, then she will be safe. She needs to do it within the time limitations! If she has EAD, she can get a driver's license or a state ID. She can call the airline to ask if a work permit is proper ID for purposes of travel.

It sounds like your friend was denied residency. Ok what status is she in without that?? If she is currently here illegally then the answer is nope. furthermore how could she fail her "green card interview"? she must have done something wrong...I smell more to the story.
SHe can fly using her foreign passport.DHS has almost nothing to do with immigration issues. They wont even check anything other than as a form of i.d. I know this as my x wife has overstayed her visa for YEARS and still uses the foreign passport its in as her I.d. rather scary if u ask me, but its easily done.
