It has been 7 years since I went through the fiancee visa process, but I recall that the INS website had information about average response times at the different processing centers. I don't think any of the centers had 36-day response times. My original estimate was about 6 months, and it took about 8. I don't know how much things have changed since the INS got swallowed up, but I would definitely check out their website. There are also several helpful websites made by people who have gone through the process before.
