New Passport rule saying you just have to prove you applied?

If you go to www.travel.state.gov it has a link where you enter some personal info and it will give you status. It will hten instruct you print the status showing its being processed. The printout and your gov't I.D. is all you need. Have fun in Mexico, I am going also and don't have my passport but will use the printout as well...
The receipt.
The pasposrt receipt has a tracking number. Call them up for an update on the status of your passport.

Adults who have applied for but not yet received a passport should present government-issued photo identification and an official proof of application from the U.S. Department of State. Children under the age of 16 traveling with their parents or legal guardian will be permitted to travel with the child’s proof of application. Travelers who have not applied for a passport should not expect to be accommodated. U.S. citizens with pending passport applications can obtain proof of application at: http://travel.state.gov.
I understand that the receipt for the application is proof. Also, I know it can be tracked online so maybe the printout from that would work. But I didn't see it. Go to the state department web site. They should be putting up the rules there.
