Depends on your pourpose.
If you are interested in becoming the next titan of industry, or you are a titan of industry, A probusiness country would do. Mexico,...loose labor laws and evnironmental laws and low wages coupled with being close to the usa, the biggest consumer market. while at it, move your factory there, (that is if it's not in china allready) put a few americans out of work,...who cares,..thats business. There is no border for business, just people.
If you are concerned with Human Rights, think Scandinavian region countries. Want more Personal freedoms maybe Holland, Germany etc. (as long as it does not offend others) but they are more economically restrictive. Hey, they think the USA is the granny state. such a stink over janet jackson's 2 second exposed brest during the superbowl half-time.....
Love guns, but you tire of the pro-gunner rhetoric in the usa,...there is always the Swiss, liberal gun laws. Carry your glock right into the supermarket, plain view, no one will pay attention,.. even the liberals there.

Probably an English-Speaking one I imagine, since you posted this question on the "English-Speaking" yahoo answers pages. It's not exactly easy though unless you do it illegally which seems to be what everybody is doing anyway. Come visit but don't stay is what Americans like to say.
Based on popularity, the best country to immigrate to is the US. We have alot of people coming in. Too many.
