I do not think you can. Unfortunately the US has not passed a law to allow illegal immigrants to obtain a Driver License. I have heard that in some states illegal immigrants have been able to get a D.L. Just keep on hoping and praying that American makes its laws better and open borders in order to allow all immigrants get a D.L.
Not in most states. In a couple you could. But the REAL ID act will end that I think in 2008 (but I suspect it will be delayed.)

You can apply as long as you are qualified, of legal age, a resident and physically able to drive.
