Its hard to fix things in a country where the citizens aren't free.
Cubans have the disadvantage of living in a Communist dictatorship. It has proven historically difficult to effect positive change in such states - though, it is possible, see Poland, for instance.
Haiti I don't know about...

Because the people in charge have all the guns, and then can control the people. The ones that leave really have nothing to fight with, so they can't "fix" what is wrong.
Cubans and Haitians are fleeing their country to the US because of persecution from their government,mexicans on the other hand are coming here as invaders and don't care about this country,in fact they parade around praising their country and their government as the best in the world,who would you rather have?

As far as I'm concerned, the more we have this stupid @sshole running our country unwilling to ease unnecessary trade embargoes and travel restrictions(you know, the ones that make it hard for the rest of us to travel there, while the affluent people and their gold-digging spouses are able to jet off there for vacation without doing jail time), those sanctions that have been in place since the cold war are what's part of the problem. I have news for our dumb@ss president: The Cold War ENDED nearly 2 decades ago! Communism is no longer a threat to us and Castro thinks you're an idiot. And I, for one, actually agree with what Castro thinks of Bush.
