As someone who has lived in both Toronto and Calgary, I have to say that as for social life and political views, I LOVE TORONTO, and can't wait to move back from this conservative hell-hole, calgary :(
from a financial point, you will have employers giving you oral sex for working from them in this city (Calgary), the job market is INSANE, but housing is really through the roof $1500 for a 2 bedroom shack. Toronto hands down all the way. It's the NY of Canada... But then again, it's where the money lies my friend... Go where the green, or white or whatever color the money is there! AHA!
The Alberta economy is booming right now and it has a shortage of skilled people. As a chemical engineer, you might be successful in getting a job related to Alberta's main industry, which is oil. Calgary would be a good place to start, although you may end up closer to where the oil is being removed from the ground, e.g., at Fort Macmurray, where the tar sands are being exploited.
