Almost every interest group has a representative or lobbyist, and if there is a group that doesn't have one, it's trying to get one! However, I don't believe that illegal immigrants would get a representative because most illegal immigrants are not politically active--meaning that they do not usually join together to form an interest group. Also, as you mentioned, DC has "taxation without representation."
