I am considering moving to Canada and want to know if it's possible to live there without being a citizen?

I am a US citizen, and I was reading up on the fact that I'd have to live there for at least 3 years before I can become a Canadian citizen. What confuses me is, how is this so? Wouldn't those three years I'd live there without being a citizen, make me an illegal immigrant? I mean, unless there are various documents I'd have to complete...I have no idea. Lol

Immigration to Canada is not as strongly family-based as US immigration is. Here is a page that will give you a lot of useful information:

Before you move to Canada the Canadian government has to let you enter the country. Then once your there you're a permanent resident until you can apply to become a citizen after several years. I think. But it's worth it - Canada's awsome!

Why would you need to be a citizen to live anywhere? You just do what you need to and then live there. If you want to become a citizen, then you apply.

There are many people who live in countries they aren't citizens of. I've done it. So have tons of others.

You should ask your closest Canadian embassy or consulate. It's not as easy for Americans to live in Canada as you may think. You'll probably need a job set up beforehand, and possibly a certain level of education, like a Bachelor's.
