Two ways:
1. If you are sending it to National Visa Center- for it to be part of immigrant visa processing, you can request the petitioner for NVC case number and cover sheet and send it directly to them. And request NVC and consulate to not disclose it to the petitioner.
2. If you are sending it to the consulate directly, you can mail it to them directly and reference the file/case/applicant information.
Is there a lawyer handling the case for the applicant you're assisting? Is this a consular case, or is the applicant in the US? I have never known of anyone who sealed the documents -- and DEFINITELY anyone who made their validity contingent upon the integrity of some seal (like the envelope for the medical exa). The applicant (or at least the applicant's attorney) needs to verify that your income falls within the income guidelines. They really kind of need to know that your affidavit of support will work for them. Their case can be denied if it isn't.
Even if there is a lawyer involved, the lawyer is the applicant's lawyer and they don't have to keep that information confidential from their client. I think you should just tell the applicant that they need to get a different sponsor they can actually depend on.
