What the difference between a machine readable passport and just a regular passport?

I believe there's a new chip in the backcover.
It has a barcode on it so a airport e-ticket machine can read it.
i think they can all be read by a machine, maybe if someone got theirs 9 1/2 years ago they might not have a thing they can scan, but who knows!
