If someone want to make his own island, just few Km from his country's shore, whom would stop them & why?

In 1964 Leicester Hemingway, brother of Ernest Hemingway, constructed a tiny island off the west coast of Jamaica and called it the Republic of New Atlantis.

Perhaps you should try something different. Build an underwater city on the ocean floor with large "floating farms" on the surface to grow food. If New Utopia can sell citizenships for $10,000, why can't you?
Most countries impose a 12 mile limit from low tide. Then there is a coastal shipping lane and it varies.
After that if you have the money I guess you could do it. Most likely it would have to be more like a offshore drill type island.
I can understand their not answering you question. It is rather vague and not knowing the laws which I don't think you do could be another reason.
