This is disgusting, but your answer is yes. My daughter just tried to enroll her little 4 year old daughter in pre-school in the Richardson School District (Dallas, Texas). She is a home owner. She was refused because her daughter (my grandaughter) speaks English as her primary language. I, and my son are in the construction business. I told a client of ours about this this morning. He lives in the same neighborhood. He said that the same thing happened to his son. His son is 5 years old. He said, "They are taking over." I told my daughter that she should file a law suit.
