Petition for Work Permit?

I received a letter from the CIS that my approval petition (I-129) for work was submitted to them by the state department "with a request to review it". Does anyone know what this means? I have been approved to receive a work visa, but still pending the issuance in my home country. The approval was in April last year, but have not been issued the visa yet until now. What is happening?
