VERY interesting question. I'd have to go with answer B -- if the worker is here legally, s/he is paying the taxes which are used to fund these services in the first place.
These services exist for a reason, despite those who seem to think the only people who might be unable to, say, pay their hospital bills must be morally deficient. We live in a country where we the people have chosen, for some time now, NOT to sit around while children starve because their parents have fallen on hard time or bleed to death on the curb because they work three "part time" jobs and thus have no health insurance.
Not a problem here in the UK.
An illegal alien is just that...an Illegal alien...the minute they step into the US without documentation and/or inspection...they have broken the law...it is THAT simple...

There are plenty of leechers who mooch off the system I work hard to fund, and there are some of those people who deserve it.
Regardless, we have set rules that need to be followed. It’s unfortunate that these *people* were born in a country of corrupt bastards that leech off of them.
Don’t let it fool you, Mexico is not such a poor country or a place that lacks intelligence. There are poor people and rich people, but you know what—it is like that everywhere!
So the poor people here (legal immigrant or born citizen) deserve the services more on the sole basis that they came here the right way, or simply because they were born here.
And point, there is no way any illegal citizen can NOT use the county’s services. Just being here allows them to. Getting a job here allows them to. Buying food at the grocery allows them to.
There is no way millions of immigrants will migrate here to do nothing.

Mexicans can come here illegally and use services at the expense of tax payers such as hospital services. Guess who foots the bill for that? They also keep bank fees on the up and up by coming in with their little 'pay vouchers' and cashing them...not at the teller, but at the front desk. Something fishy about that too. But either way...the bank has to make money some how, so they pass the buck onto the people who can actually get bank accounts. Lets not even bother getting into crime... Also, don't forget what happens if they have a child here. LOL Then they SURE CAN collect welfare, food stamps, and governmental health insurance.

Look...it does not benefit anyone to have immigrants. PERIOD. The US is an established country with lots of good, hardworking, and diverse people. We just simply do not need any more.
Legal ones are under limits designed to protect our schools as well as other services. It costs $10,000 per child per year to educate a child in k-12 in California, where our schools are failing. It is so many MILLIONS ignoring the limits of our infrastructure that we set that is the problem. If only the legal ones were here, our schools and hospitals would be in much better shape. As it is, we already let more come legally than any other country in the world.
The others have to stay where they are or find other legal options.
NO country would have let as many come as are coming illegallly.
I see your point that you are trying to make.
1. If they are illegal that they are possibly not paying taxes or have paid taxes for less than a year to prove that they need assistance and then live off the welfare system since they do not have that opportunity in their country. Back in the late 70's and upto 1982 we did have pact of sorts with China to give them 7 yrs tax free status if they would open businesses in the US and employ over 50% of American citizens in their companies and cut trade costs in half and help the Chinese during their political problems. Do you remember the student riots against the communist regime? But, when they came over they learned of the government welfare system and many were coming over - getting legal status - then living off the welfare system legally. The govt cancelled the 7yr tax waiver in 1982 do to that. Now no one that comes legally to the US no longer receives 7 yrs tax free. My husband came here in 1987 legally and he never had a 7 yr tax free.

Legally they come here and work and pay taxes for up to 2yrs then find a reason they can not work or need extra money to support their families (stating Dad or Mom went back to their homeland and they can't afford to take care of their children when in acutallity they both live in the home) and then abuse the system.
Many people do not understand that the welfare problem is a state to state issue. If your state does not have a way to check SS#'s or validate legal status then maybe it is time to update their criteria. Before the illegal immigration issue was such a political problem, people were already complaining of welfare fraud (mostly of African Americans) and that it was taxing our country. It was taxing the states that had the most problem. If you want to stop welfare and SS fraud you need to look to your state to make those changes and demand that they be made immediately. Every state welfare service is paid for by that state and depending on the population and financial status of most of its residence depends on how much federal money is sent to that state to recoup the need. North and south Carolina, Virginia, Kentucky, Tennessee and several other states have made changes to their criteria for receiving assistance. The work/education program for assistance was implemented in 1998. In 2000 the proof of valid SS#'s, residency, and immigration legalization documents became standard requirements in those states. If you do not have these then no help.
I believe in true assistance ie, cancer, severly sick, true physical dissablitiy, and attempt at a higher education and an attempt to work history how ever sporatic, should come in to play when people apply for assistance, not just because you had a kid and the daddy doesn't help or having a litter of kids by several dads to get help. If you can't afford them don't have them. This is not include people who were married or were raped or even the women or men that were engaged and lied to but those who are using the welfare system as a way of life legal or not.
Remember, not all illegal aliens that apply for welfare are Mexicans (columbians, cubans, hondurans, puerto ricans, brazilians, argentinans, ect) because just as many are of the Asian, Russian, and numerous other countries. The problem is state to state. Some states will have more Latinos than others and some will have more of another ethnic group than the other.
