Be careful about including San José in there. The Silicon Valley semiconductor businesses are populated mostly by people from Vietnam, The Philippines, China, Thai Land etc. Not many Hispanics there. Gardening and some groceries they do well. Also construction work.
working menial labor jobs, selling bad fast mexican food, running drugs, smuggling,etc. does not constitute being a driving force in creating a "dynamic International business center". Educated people for the most part create this environment, lets see what assumptions you make off of that!
