I don't think they will carry this idea out, as it's not as easy as phoning a number,and arresting someone,or is it? I don't know.there are probably flaws in this idea of theirs.hope they come up with a idea that works,I don't think they should allow the missing criminals to walk free.

i doubt the home office can organise the logistics of doing anything these days let alone using a text message service.,ha ha.
If they advertise FREE 'phones the illegals will be fighting over themselves to get one.
