You'll need an accredited translation (because if you do it yourself others can not be certain of the accuracy). Whoever does it should hold some sort of rank and either have a stamp or a seal (depending on where you live and what is necessary to become an accredited translator/interpreter). Usually you'll find that big agencies that make their money out of translation/interpretation will probably have a seal and the smaller ones will have a stamp of the person who did it, with their rank, signature and date.

In most states the translation will have to be carried out by an approved translator. Have you visited your state's DMV site to see who is approved?
If you are unable to translate it yourself,go to a professional translation service.This usually costs about 50usd (this is why I translate everything myself).Most likely you will also need the translation notorized or apostilled.
All I did was to take it to the notary, look up in yellow pages, call and ask.
You can go to aaa.com and get an international drivers license, if you have a license fronm your country, if not you will need to go home and get one.
To get someone to translate your permit sounds like to me as being fraud and is punishable by prison time.
