Congratulations you are among those selected and registered for further consideration in the DV -2008 diversit

Today I received this letter in the mail:Congratulations you are among those selected and registered for further consideration in the DV -2008 diversity immigrant program for fiscal year 2008.The selection does not guarantee that you will receive a visa because the number of applicants(100,000) selected is > than the number of visas available(50-55,000).
I have been in the US for 4.5 yrs on a student visa which is already expired but am a still a student in good standing actually graduating this year.Never compromised my status.
My question is :
1.What does this mean?Does this mean that I will be getting permanent residence?green card?Did I win a green card !
through the DV lottery I applied for in 2006?
2.What do I do now?Should I file my paperwork with USCIS -the letter says i can do so if I live in the US to adjust my status.but to what?permanent resident?I thought they only do citizenship.Or should I just send the paperwork to Kentucky consular office?what should I do?

Answer:
Fill the form and send it to KCC as soon as possible.
1).They will check your education and or work experience for eligibility,if it is good, they will call you for an interview.
2). At the interview they will check your record for criminal activities, breaching of any US law and so, before they issue you a Visa to become a permanant resident.
3).You applied in 2006 for the DV2008.
4).If you are a good eligible person,you may get the Visa that will lead to citizenship after getting Greencard.
Say No to amnesty.

It doesn't mean that you gained a green card, but it does mean you have made it to the second round. The first step was probably to weed out certain people so now the pool of 100,000 may have been reduced to say 75000. So your chances have improved. In order of having to do something you might want to see an attorney to make sure there that you do not have to fill out paperwork, because if you there is stuff you hve to fill out and you do not do it it could disqualify you from gain a green card.
If it is for real, absolutely, apply. The results did just come out for the lottery last year. You should be able to double check that with uscis.gov

On the citizenship issue, you CAN'T be a citizen until you have been a permanent resident for a number of years.

Sounds great! (But check on it, and make sure it is ONLY asking you to pay fees to the US government. They would NOT direct you to pay anyone else.)
