Can a residential alien leave the country and come back?

My husbands family is Laotian. His cousin (a residential alien) wants to go on a vacation to China. Now for some reason I was under the impression that if you are not a U.S. citizen, you could not leave the country and come back. My sister is getting married to a Phillipino guy and she said for their honeymoon they have to go to Hawaii because he is not a U.S. citizen. Is this right? I tried googling it, but I must be tired because I can't find anything and gave up on looking. Also, does it make a difference if you're traveling back and forth to your home country vs. traveling to other countries as a non-citizen? Any website resources that you can provide with your responses would be beneficial. Thank you in advance.

My grandparents have permanent residence green cards and they travel as they please. I'm not sure if there's a difference between the two or not, but you should be able to get that information from the Department of Immigration and Naturalization. Seems to be a pretty straight forward question - shouldn't be too hard to get a straight forward answer. Try these links...

I assume you are saying he has a permenant resident green card? He can travel but if he will be gone longer than 90 days or 6 months (I forget which) he has to file for an extension BEFORE HE LEAVES or he will be assumed to have abandoned his residency.

Resident aliens can travel whenever and wherever they would like, except Cuba, as long as all of their paperwork is in order.
During the process of getting his green card, he cannot leave.But once he has finished the process of getting residency, he can travel...
Hi, he needs to apply for "advanced parole" and file USCIS Form #131 before he leaves. See link provided.
I had a friend who WAS a legal residential alien, and he needed to get a "RE-ENTRY PERMIT" before he travel out of the country.

I'm not sure if you still have to get that permit.

Legal residents in the US, that is, those who have a valid Green card, have all the rights any US citizen has, except being eligible for some government jobs, voting and being elected president.

Your husband's cousin, if he/she is a legal resident, can go wherever he wants but can't stay out of the country longer than 1 year.

Again, if your sister's fiancé is a legal resident... has a valid GREEN CARD, they can go to any country in the world except Cuba for their honeymoon and he will have no problem getting back into the country.

I'm now a US citizen, but I was a legal resident for several years and traveled outside the US many times.
