I'm not sure that there's a form you need to fill out. You should contact CIS, have your case number at hand, and tell them you are now a citizen. All you should have to do is provide proof and your petition should go to the non-quota status.
You need to write a letter to the National Visa Center stating you are upgrading your spouse category along with a copy of the Certificate of Naturalization. Make sure to write the case number in the letter and also write it on the copy of the naturalization paper. Send it to
