China is not communist but in name only. Look up the word communist and capitalist, then explain how they can be communist when capitalism is a polar opposite.
The people do not have many restrictions put on them, the only ones are really political and not economic. People are free to leave their jobs, seek employment elsewhere, immigrate to other countries, open a business, buy as much as they want, in short, do just about everything that Americans are accustomed too.
It is normal for people to move from China to the USA and abnormal for people to move from the USA to China. I suspect, in recent years, since the huge economic gains China has enjoyed that immigration out of China has decreased. I also think in time, people from the USA will immigrate out to seek better pastures as the economy continues to go in decline. China could very well prove to be a top destination.
I live here, have for the last year and I am nothing short of impressed.

It depends. My husband lived in China for 3 years working there.It was normal.
The more common is CHina to US... But as what is normal or not, it really depend on the way you see things...
As for me I did move to China and stay over there for 4 years... On this 4 years, almost 3 were not volontary... Not that China is a bad country, their people are very nice and it is very easy to make money, but their PPC did like me a little too much... To say the least...

By normal do you mean more common? If so, it's easily Chinese to USA. China is a communist country with many restrictions, you may not be able to immigrate there.
I think you mean 'most common". Chinese moving to the US is more common, though it is harder to do due to governmental regulations.
