You can apply for student visa at any time. The only problem you may have, that you have claimed asylum in France and it's still under process. You may be asked to return to Sri lanka and apply from there by the Canadian Immigration. Also when it's comes to student visas it's a bit tricky and the Canadian Immigration will only grant visas if you don't have that specific studies or course that you planning to follow, is not available in Sri lanka. since you don't have the status in France, you are considered as a Sri Lankan citizen and all the matters with Canadian Immigration will be processed through Embassy in Colombo, Sri Lanka.
